Rupa Lloyd – Chair

Rupasri “Rupa” Lloyd has been advising clients in the health care sector for more than two decades. She is well-versed in this complex and fluid regulatory landscape and works to deliver the forward-thinking strategies necessary to identify and resolve challenges and seize opportunities for growth. Rupa handles operational, corporate, transactional, compliance, and regulatory matters for a diverse range of industry operators and leaders, including hospitals and health systems, health insurance providers, pharmaceutical and medical device manufacturers and distributors, physician groups, and other regulated providers.

Rupa’s practice includes a wide range of legal and consultative services involving privacy and data security, fraud and abuse, corporate governance, labor relations, licensure and discipline, regulatory compliance, quality improvement, and healthcare risk management. As a knowledgeable and skillful practitioner, Rupa understands the complexities of doing business in the health care space, as well as the immense pressure her clients are under to ensure patient safety and high-quality care, while also maintaining compliance, reducing liability exposure, meeting business objectives, and keeping pace with industry transformation and innovation.

She routinely conducts due diligence, including the preparation and negotiation of agreements in connection with telehealth, software licensing, Electronic Medical Records (EMR), practice sale and acquisition, medical equipment, real property leases, physician employment, clinical services, and medical directorships. Rupa regularly collaborates with GrayRobinson colleagues in the real estate and taxation practices to round out client service offerings for large and multifaceted health care transactions and projects.

Jamie Gelfman – Chair-Elect

Jamie Gelfman is board certified in health law by the Florida Bar Board of Legal Specialization and Education and is certified in healthcare compliance (CHC) by the Society of Corporate Compliance and the Health Care Compliance Association. Jamie works with healthcare clients on the full scope of legal issues that shape their business strategies. She is deeply experienced in regulatory, compliance, reimbursement and licensure matters, with particular experience in the administration of Medicare and Medicaid programs, fraud and abuse, privacy and security, and scope of practice issues. With more than a decade of healthcare legal experience based in Florida, Jamie is a valuable partner for healthcare companies doing business in or working to expand operations in the state.

Elizabeth Scarola – Treasurer

Clients across the health care industry rely on attorney Elizabeth Scarola to help them navigate the complexity of today’s regulatory environment. Elizabeth brings an insider’s perspective to her health care practice.

In addition to her in-house experience in a multistate health system and her work on strategic, operational, and legal projects for a statewide clinically integrated network of hospitals and providers, she has hands-on scientific research experience. Also, Elizabeth has conducted independent research in pediatric endocrinology and contributed to such publications as the Journal of the American Medical Association and The New England Journal of Medicine. Among Elizabeth’s clients are academic medical centers, health systems, hospitals, providers, payors, clinical research sites, electronic health record companies, and other entities that support the health care industry. She is board certified in Health Law by The Florida Bar, a distinction earned by less than one percent of all lawyers admitted to practice in the state.

Elizabeth informs her clients of regulatory trends and policy developments. She also provides advice and counsel regarding federal and state fraud and abuse laws and regulations, issues relating to the conduct of clinical research, and laws and regulations affecting telehealth and telemedicine companies. In addition, clients turn to Elizabeth to guide them through strategic affiliations and transactions drafting and negotiating various agreements.

Jacqueline Bain – Secretary

Jacqueline A. Bain is a founding partner of Silverman Bain, LLP. She is a Board Certified in Health Law by the Florida Bar and Certified in Healthcare Compliance by the Health Care Compliance Association. She is admitted to practice in Florida and New York. Ms. Bain has focused her practice on health law for more than 10 years.

The daughter of a dentist, Jackie was raised in upstate New York, graduating from the State University of New York at Albany, magna cum laude, and the University at Buffalo Law School. She practiced in New York for five years before relocating to Florida.

Jackie enjoys lecturing around the country about statutes and regulations that govern healthcare businesses, including patient privacy, fraud and abuse, and operational compliance. Ms. Bain spends her free time with her family, friends and beloved rescue dog.

Jamaal Jones - Immediate Past Chair

Jamaal R. Jones, Sr. is the Principal Attorney at Jones Health Law P.A. where he represents healthcare practitioners and facilities in healthcare transactions, regulatory compliance, and licensing matters.

Jamaal has also represented large health systems in reimbursement and contract disputes against the nation’s largest private healthcare insurers. He also clerked at the Florida Attorney General’s Medicaid Fraud Control Unit assisting with fraud and abuse matters.

Jamaal is licensed to practice law in Florida, Tennessee, Washington D.C., and the United States Supreme Court.  He is the first African-American Chair of the Health Law Section. Jamaal has been featured in and contributed scholarly articles for publications, such as Newsweek, Becker’s Hospital Review, and Attorney-At-Law Magazine to name a few. He is a member of American Bar Association (Health Law Section) and American Health Lawyers Association. He also has a YouTube page and Podcast aptly called “Jones Health Law” where he discusses healthcare law issues and interviews healthcare practitioners. Jamaal has been a guest speaker at the Florida Department of Health and various universities and colleges, including FAMU and Nova Southeastern University’s Health Profession Division. Jamaal has been an honoree for Legacy Magazine’s 40 under 40 (2021), Brickell Magazine’s Top 20 Professionals under 40 (2023), and has been a Super Lawyers Rising Star in Healthcare Law since 2017. Jamaal received his J.D. with a concentration in Health Law form Shepard Broad Law Center at Nova Southeastern University.
