Radha Bachman – Chair

Radha Bachman is a partner to her healthcare provider clients – representing the full spectrum of health care entities from individual physicians to private equity backed medical and dental groups to national senior living provider owners and operators.

Growing up in a family of physicians, she is uniquely aware of the intersection between clinical, business and legal objectives in health care. Radha is one of only 128 attorneys in Florida to be board certified in Health Law by The Florida Bar. She has been selected as a Florida Super Lawyer in the practice of health care law and in 2018, participated in the highly selective Leadership Council on Legal Diversity (LCLD) Fellowship Program.  Radha is a frequently sought-after speaker on topics involving substantive legal issues facing the healthcare industry as well as diversity and mentorship in the legal profession.

Radha is a trusted advisor to her clients, providing counsel regarding system operations, joint venture and transaction structuring, provider contracting, federal and private payor matters, HIPAA, licensing matters, and tax-exempt issues. She also represents physicians and dentists and their related organizations in structuring and executing transactions as both buyer and seller, provider-to-provider mergers and acquisitions, corporate document preparation, and general contract review. Radha is uniquely experienced in state and federal licensure, enrollment and permit filings and regularly represents clients with the preparation of necessary applications through final approval.

Radha’s expertise extends to state and federal health care regulatory matters helping clients develop legally compliant relationships, taking into account the myriad governmental and payor requirements.  Most recently, Radha has carved out a new niche representing several innovative health care industry start-ups located in the San Francisco Bay Area.  These engagements focus primarily on full-scale healthcare regulatory reviews including, development and adoption of corporate compliance plans, HIPAA matters and analysis of the impact of healthcare regulations on business practices.

After receiving her law degree, Radha spent six months as an education fellow at a matriculation school in rural India. As a fellow, she developed and directed an intensive spoken English workshop for elementary school teachers and implemented long-term methods for advancing computer literacy among village students. Radha is conversant in Gujarati, the state language of Gujarat, India.

Jason Mehta – Chair-Elect

Jason Mehta is widely regarded as one of the nation’s most experienced and accomplished white-collar defense attorneys. The Wall Street Journal has described Jason as an “attorney who has prosecuted and defended dozens of federal fraud cases.” Drawing on his time at the Department of Justice, as well as years of defense experience, clients call on Jason for their most difficult criminal and civil fraud matters, internal investigations, and bet-the-company litigation.

Jason is a frequent speaker and author on government prosecution, healthcare fraud, FCPA compliance, and anti-money laundering topics. Jason is involved in Florida’s active Indian American community. He is a member of the South Asian Bar Association and a board member of the South Asian Bar Association, Florida Chapter.

Jamaal Jones – Treasurer

Jamaal R. Jones, Esq. is an experienced attorney servicing the South and Central Florida areas. Mr. Jones provides legal services to various individuals and corporate entities. His clients include Healthcare and Business Professionals. Mr. Jones has devoted his entire legal career to the practice of Health Law and has represented Physicians, Healthcare Entrepreneurs, Healthcare Facilities, and Healthcare Providers. His passion for Health and law has led him to write numerous scholarly articles, appear in videos discussing healthcare issues, and speaking engagements.

Mr. Jones has worked at some of the preeminent Health Law firms in the State of Florida and has gained valuable training and experience from seasoned legal professionals. While attending law school Mr. Jones was the sole law clerk for the Florida Attorney General’s Office – Medicaid Fraud Control Unit (Miami) and gained experience in Civil and Criminal Prosecutorial matters initiated by the State. Mr. Jones has spent years practicing healthcare litigation and has expanded his practice to include regulatory and healthcare corporate transactions.

Throughout the years, Mr. Jones has represented Managed Care Companies, Individual Physicians, Physician Groups, Non-Physician Providers, ARNPs, Physician’s Assistants, Nurse Practitioners, Home Health Agencies, Accountable Care Organizations, Group Provider Organizations, Independent Provider Associations, Skilled Nursing Facilities, Pain Clinics, Ambulatory Surgical Centers, Pharmacies and others.

Mr. Jones’s legal acumen extends beyond Health Law, leveraging extensive proficiencies in varied areas of law, including business, family law, and real estate transactions. Mr. Jones is confident that no matter the legal issue that you face he can zealously represent you.

Mr. Jones received his Juris Doctorate (J.D.) degree from Nova Southeastern University and was one of the select few graduates to be awarded a concentration in Health Law. While attending law school, Mr. Jones was the President of the Health Law Society. Mr. Jones received his Bachelor of Arts (B.A.) degree from Loyola University Maryland and minored in History. At Loyola, Mr. Jones was an Assemblyman and Resident Assistant. While attending both universities, Mr. Jones was very active in volunteerism and spent hundreds of hours given back to those in need and continues to do so today. Today, Mr. Jones is a Big Brother in the “Big Brothers Big Sisters of Miami” charitable organization.

Mr. Jones is originally from Brooklyn, New York. During his free time he likes to spend time with his family and friends, exercise, travel and explore Miami and the surrounding area. Additionally, as a volunteer for “Big Brothers Big Sisters of Miami” Mr. Jones spends time mentoring his “little brother”.

Rupasri Lloyd – Secretary

Rupasri “Rupa” Lloyd has been advising clients in the health care sector for more than two decades. She is well-versed in this complex and fluid regulatory landscape and works to deliver the forward-thinking strategies necessary to identify and resolve challenges and seize opportunities for growth. Rupa handles operational, corporate, transactional, compliance, and regulatory matters for a diverse range of industry operators and leaders, including hospitals and health systems, health insurance providers, pharmaceutical and medical device manufacturers and distributors, physician groups, and other regulated providers.

Rupa’s practice includes a wide range of legal and consultative services involving privacy and data security, fraud and abuse, corporate governance, labor relations, licensure and discipline, regulatory compliance, quality improvement, and healthcare risk management. As a knowledgeable and skillful practitioner, Rupa understands the complexities of doing business in the health care space, as well as the immense pressure her clients are under to ensure patient safety and high-quality care, while also maintaining compliance, reducing liability exposure, meeting business objectives, and keeping pace with industry transformation and innovation.

She routinely conducts due diligence, including the preparation and negotiation of agreements in connection with telehealth, software licensing, Electronic Medical Records (EMR), practice sale and acquisition, medical equipment, real property leases, physician employment, clinical services, and medical directorships. Adam Maingot - Immediate Past Chair

Adam R. Maingot is in-house counsel for Publix, a Fortune 100 company with more than 1,200 pharmacy locations. Adam primarily focuses his practice on healthcare regulatory and transactional matters. Most of his days are spent helping Publix accomplish its business objectives while minimizing regulatory enforcement and litigation risk. With a background in finance, healthcare operations, and project management, Adam advises his client over the matter lifecycle. Adam outlines the legal risks and benefits of different business proposals, drafts and negotiates contracts, advises on corporate policies and procedures to ensure compliance with applicable law, and defends Publix against threatened enforcement action or litigation. Adam has specific expertise in the practice of pharmacy, wholesale drug distribution, controlled substances, commercial transactions, privacy law, administrative law, healthcare reimbursement, and fraud and abuse.
